With reference to your letter of the 29th ultimo, 5093/1912, relative to the proposal of the Governor of Hong Kong that the War Department should agree to forego its claims (under the terms of the "Lewis Agreement") for credit in the Colonial Military Lands Account in respect of certain land at King's Park, Kowloon, which it is desired to lease, at a nominal rent, for the purposes of a school, I am commanded by the Army Council to request that you will inform Mr. Secretary Harcourt that the circumstances

do not appear to them to warrant their concurrence in the proposal, and that they must therefore regretfully refuse their consent thereto.
